OK, here is what I have so far, incomplete, not conclusive, and not necessarily the best indicators of how we are doing in the ward. I don't have, for example, access to health services, but I think Neighbors for a Healthy Rogers Park has done yeoman work on that issue. They are a likely resource for info in painting the whole picture.
I can't say these are the right Key Indicators, but I think there are some in here.
If the Ward were a business, the constituents would be shareholders, the voters are the Board of Directors, and the Alderman is the CEO/COO answerable to the Board. It matters not who the Alderman is, or where the office is located, the Alderman is answerable for the actions, or lack of actions, taken to maintain and improve the health of the ward. This election was filled with concerns about JoMo's performance as alderman but I think it was a bit light on the details to back up those concerns.
So, have a read and let's discuss tomorrow, 2:00 PM, at the sculpture at Pratt and the Lake. I'll be the one with the green trimmed, navy blue Franklin planner.

2 - Non-Index Crimes year over year - should trend down and are they a barometer of what's to come?

Proportion of Market vs non-market rates (subsidized/Section 8) Trends?
