Urban Gardening in Asheville NC

From The Mountain Express, an article about a 4 acre farm in the Asheville city limits. I wonder if we have enough vacant, undeveloped lots here in RP to come up with an aggregate of at least one acre and then convince the various owners to lease them to the community for a nominal amount ($1?) to convert them into gardens?
