It is no news that Peak Oil is an issue I am very concerned about especially in view of the fact that it will occur in my lifetime, and may have already. The city needs a plan to deal with the implications of Peak Oil. I have previously sent you the Portland Task Force report and referred you to the Hirsch Report. I also published the release of the GAO report, which can be easily downloaded.
In my opinion, any disaster plan that fails to take into account the disruptions, dislocations, and real world survival issues associated with an economy facing the decline of cheap, easily available energy, will fail. It will fail because it will not have planned for an economy that must become more localized and less globalized if it is to remain viable. It will not have planned for the hardships facing the most economically vulnerable, for whom daily survival will be their most important issue.
This is not about making sure there is a gas station available in each ward for automobile owners to fill up at. It's about making certain that transportation options are in place, that electricity generation to keep the lights on is in place, that the city has access to food resources, that critical public services are identified and operational, and that people are not left jobless, homeless, and without recourse of any sort. Read the Portland report for suggestions of what to look at.
It is a tall order and it is the one global issue that requires a local response. Rather than engage in more 'nanny' government, our leadership needs to focus on planning for an uncertain future.
